Short list announced for Edmonton’s Valley Line West LRT

With construction planned to start in 2020, the City of Edmonton has unveiled its short list of three teams qualified to bid for the its Valley Line West LRT expansion project.

The 14km second stage of the 27km Valley Line will be delivered using a design-build-finance-vehicle (DBFV) delivery. The contract requires the selected team to carry out the final design, construction, integration with Valley Line Southeast, and vehicle procurement of Valley Line West, as well as provide partial financing for the project.

The three teams are:

Valley Line West Joint Venture:

  • ACS Infrastructure Canada (with Dragados Canada)
  • AECON Concessions
  • HOCHTIEF PPP Solutions North America (with Flatiron Constructors Canada)

Urban Mobility Partners:

  • Eurovia Infra (with Carmacks Enterprises, I&S Mobility May, and Rail Cantec.)
  • Graham Capital Partners
  • Parsons

WestLINK Group:

  • SNC-Lavalin

The teams are now invited to participate in the RFP stage of the procurement process, a stage that is expected to take about a year. Once the selected team has signed the contract, it’s anticipated that it will take five to six years to complete construction of the line.
