Engineers help design large new RCMP headquarters in B.C.

A new headquarters for the Royal Canadian Mounted Police force in the Lower Mainland of B.C. is being built in the historic Green Timbers Urban Forest in Surrey, B.C.
The headquarters, which began construction on a 14 hectare site at 14265, 96th Avenue in July, is being built to LEED Gold standard by a P3 consortium.
The new complex will house 2,700 police staff from the RCMP E Division who are currently dispersed in 25 different locations throughout the B.C. Lower Mainland. It will be over 76,000 square metres, and has a site plan that permits the buildings to expand 30% for future growth.
The lead designer hired for the design-build consortium is architectural firm Kasian of Vancouver. Kasian principal, Michael McDonald has said they will ensure that the natural forest setting is carefully prepared. “This modernist, clean and dignified facility will capture the stability and legacy of a distinctly Canadian institution, incorporating a careful balance between the natural beauty of the Green Timbers site with the need to create a highly functional, flexible and secure environment.”
Consulting engineers on the Kasian team include Glotman Simpson (lead structural), Cobalt Engineering (lead mechanical and LEED accreditation), Stantec (electrical) [corrected 10/8/10], Aplin & Martin (civil), Gage Babcock (code), Ward Consulting (parking and traffic), Pottinger Gaherty Environmental (environmental), Liahona Security Consortium (CPTED). Bouygues Batiment International is design manager.
Public Works and Government Services Canada originally sent out a request for proposals for a design-build-operate partner in March 2009 and short-listed three consortia.
This spring they selected the Green Timbers Accommodation Partners at a fixed price of $966 million to design, build finance and maintain the new headquarters for 25 years. The Green Timbers Accommodation Partners is formed by Bouygues Batiment International, HSBC Infrastructure and ETDE FM Canada. Kasian was appointed by the design and build joint venture between Bouygues Building Canada and Bird Design-Build to lead the design.
