Ottawa closes $2.57B deal for LRT east/west extension

The East West Connectors consortium is led by Kiewit and the VINCI Group, with design engineering services by WSP Canada and Hatch Ltd.
The City of Ottawa has reached a $2.571 billion deal with the Keiwit-led East West Connectors (EWC) team on Stage 2 of the city’s Confederation Line Extension Project.
The LRT extension is being delivered as a design-build-finance project that will see the O-Train network extend farther south, east, and west, adding 44 kilometres of new rail and 24 new stations.
In late March the city closed its deal with SNC-Lavalin’s wholly-owned subsidiary TransitNEXT for the Stage 2 Trillium Line South extension for $663 million.
The EWC consortium is led by a joint venture partnership, Kiewit along with VINCI Group.
Design engineering services will be provided by WSP Canada and Hatch Ltd.
The Stage 2 Confederation Line extension will add approximately 27km of new rail and 16 new stations to the O-Train network.
The EWC team will begin to mobilize on-site, conduct geotechnical investigations and start site preparatory work in the coming weeks. Construction is anticipated to be complete for the Confederation Line East extension in 2024 and in 2025 for the Confederation Line West extension.
When complete, Stage 2 will bring 77% of Ottawa residents within 5km of mass transit rail. The Stage 2 O-Train network will result in a fully grade-separated system that spans nearly 64km to include 41 stations, 85 vehicles and three maintenance and storage facilities.
