Engineer struck down for undermining Quebec City’s competitive process

An engineer has been disciplined by the Quebec licensing organization, Ordre des ingénieurs du Québec (OIQ) for taking part in a contract sharing scheme.
Jean-Francois Lapointe will be struck from the OIQ licensing roll for 18 months and has to pay all costs in connection with the disciplinary hearings.
He was found guilty of violating three sections of the Code of Ethics of engineers pertaining to integrity, the use of dishonest or doubtful practices and situations of conflict of interest.
the offences were committed between 2006 and 2010 while he was manager of the municipal group of Dessau in Quebec City.
The OIQ announcement said Mr. Tremblay’s participation in a contract sharing scheme allowed him to circumvent Quebec City’s competitive bidding process.
The penalties do not take force until the appeal period has expired.
