NORR wins $3.3M contract to design retrofit of Veterans Affairs headquarters

The Government of Canada has awarded a $3.3‑million contract to design the renewal project for the Daniel J. MacDonald Building in downtown Charlottetown, PEI to NORR Architects & Engineers.
The renewal project will include designing mechanical upgrades to the national headquarters for Veterans Affairs Canada.
The design work for the building renewal will begin immediately, with construction expected to start in January 2020 and be completed by fall 2023.
“The renewal of the Daniel J. MacDonald Building represents a major re-investment by the Government of Canada in the province of Prince Edward Island,” said Carla Qualtrough, Minister of Public Services and Procurement in a media release. “The project will also benefit the environment by reducing the carbon footprint of the building through enhanced electrical, heating, ventilation and air conditioning systems.”
The Daniel J. MacDonald Building was constructed in 1984 to house the national headquarters of Veterans Affairs Canada. Building systems will be installed to reduce the overall greenhouse gas emissions to meet federal objectives by 2030.
The design will be targeting an environmental certification of five Green Globes, which is the highest level under the Green Globes certification program for environmental sustainability. The Green Globes brand and associated rating systems are administered in the U.S. by GBI and in Canada by its wholly-owned, non-profit subsidiary, GB Initiative Canada.
