EllisDon wins construction management contract for rehabilitation of West Memorial Building

The construction manager will work with the design consultant to provide pre-construction advisory services to Public Services and Procurement Canada during the planning and development phases of this multi-year project.

Public Services and Procurement Canada (PSPC)  has awarded a contract to EllisDon Corp. for construction management services for the West Memorial Building rehabilitation project.

The construction manager will work with the design consultant to provide pre-construction advisory services to PSPC during the planning and development phases of this multi-year project.

The construction manager will also oversee implementation of the construction work.

The building has been vacant since 2008 because of overall poor condition and related health and safety issues

The project includes:

  • the major rehabilitation of heritage fabric, including exterior walls, windows and interior finishes
  • the major rehabilitation of mechanical, electrical and life safety systems
  • the modernization of information technology, multimedia and security systems
  • the seismic upgrading to current building code requirements
  • the interior fit-up for occupants of the Supreme Court of Canada Building

This new project milestone follows the award of the design consulting contract in February 2018 to Moriyama & Teshima Architects and Kasian Architecture Interior Design and Planning Ltd.

Once the rehabilitation project is completed, the West Memorial Building will serve as temporary office space for all occupants of the Supreme Court of Canada Building during the future rehabilitation work on that building, which is planned to start in 2023.

  • The West Memorial Building was constructed between 1954 and 1958.
  • The construction management contract is valued at $659,967. It includes pre-construction services (project definition and preparation of documents contractors will use to bid on the project) as well as the completion of minor construction work.
  • The objective is to establish a construction plan that will be optimal for the Crown and make the West Memorial Building as green as possible while respecting its heritage character.
  • The West Memorial Building, the East Memorial Building and the connecting Commemorative Memorial Archway form Canada’s primary Second World War memorial.
  • Once the temporary occupants have returned to the rehabilitated Supreme Court of Canada Building (which is planned for 2028), the West Memorial Building will serve as accessible, modern and green long-term office space for future government tenants.
